2.1. Main Formation Requirements

Establishing a company in the UAE involves a number steps and requires registration/approval with multiple government agencies. The following outlines the basic requirements for establishment:

  • Reserve the company name and apply for preliminary approval from the Licensing Section of the Dubai Department of Economic Development (DED)
  • Prepare and notarize the memorandum of association in the DED
  • Submit the company documents with the DED Trade License and Commercial Registration Department to obtain the trade license and commercial registration certificate. The documents must include:
    • The application form, signed by the company manager(s) or their legal representative(s)
    • The original memorandum of association and a copy
    • The letter for company name approval issued by the DED
    • The original letter of the company's preliminary approval issued by the DED
    • Passport copies of each partner
  • Details of the company registration will be published by the Federal Ministry of Economy
  • Register for membership at the Dubai Chamber of Commerce and Industry
  • Apply for the establishment card from the Ministry of Labor
  • Register UAE employees with the Ministry of Labor
  • Register UAE employees with the General Authority for Pension and Social Security
