On October 8, 2014, the Swiss Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states.

The introduction of the automatic exchange of information is to be negotiated with the EU, and a Model 1 FATCA agreement is to be negotiated with the United States. Additional negotiations will begin on the automatic exchange of information with further selected countries, beginning with countries with which Switzerland has close economic and political ties.
