VAT payers are entitled to recover the amount of VAT paid on purchases (input VAT) that exceed the VAT from their taxable supplies (output VAT). Azerbaijan does not allow the recovery of input VAT incurred by businesses that are neither established in Azerbaijan nor registered for VAT.
