Costa Rica's Legislative Assembly is considering Bill 21.963, which was received on 5 May 2020. The Bill provides for a temporary VAT exemption for SMEs on the consumption of water and electricity, as well as an exemption on rent. If approved, the exemption would apply for a period of one year beginning from Costa Rica's state of emergency for COVID-19. The state of emergency was declared on 16 March 2020.
