On 10 December 2025, the President of Ghana, John Dramani Mahama, signed the COVID-19 Health Recovery Levy Repeal Act 2025 into law. The 1% levy on goods, services, and imports will cease to apply from January 2026.
Note that abolishing the levy was one of several measures announced in the 2026 Budget, which also includes several VAT amendments (previous coverage). These amendments were approved by the parliament on 27 November 2025 but have not yet been signed into law. Additional details…
