Latvia has published a notice in the Official Gazette on an updated list of low-tax and tax-free jurisdictions (tax havens), effective 1 November 2026. The list is based on the latest EU list of non-cooperative jurisdictions and includes American Samoa, Anguilla, Guam, Palau, Russia, Turks and Caicos Islands, the U.S. Virgin Islands, and Vanuatu. Compared to the prior list, effective from 1 April 2026, Panama and Vietnam have been removed.
