Moldova has published Government Decision No. 686 of 15 October 2025 in the Official Gazette, which authorizes the negotiation of an administrative arrangement for the implementation of a social security agreement with Ukraine. The agreement, which is pending signature, must be signed and ratified before entering into force and, once in force and effective, will replace the 1995 pension agreement between the two countries.
