On 28 October 2026, the Montenegro government published its conclusions on negotiations for a new income and capital tax treaty with Romania, including its approval of negotiations and the draft treaty to be used as the basis of the negotiations. Any resulting treaty must be finalized, signed, and ratified before entering into force and, once in force and effective, will replace the 1996 tax treaty between Romania and the former Serbia and Montenegro (Federal Republic of Yugoslavia).
