On 14 January 2026, the Romanian government authorized the negotiation of an income tax treaty with Montenegro. Any resulting treaty must be finalized, signed, and ratified before entering into force and, once in force and effective, will replace the 1996 tax treaty between Romania and the former Serbia and Montenegro (Federal Republic of Yugoslavia).
