On 24 November 2011, the President enacted the Environmental Encouragement and Optimization of Public Revenues Law (Ley de Fomento Ambiental y Optimización de Ingresos del Estado), ordering its publication in the Official Gazette, considering that the National Assembly failed to discuss and approve the bill within the 30-day period established by the Constitution for the approval of urgent economic bills proposed by the President.
