Romania’s Law No. 141/2025 on fiscal-budgetary measures, published in Official Gazette No. 699 of 25 July 2025, amends the Fiscal Code effective 1 August 2025, increasing the standard VAT rate from 19% to 21%. Further, the two reduced VAT rates (5% and 9%) are merged into a single 11% reduced rate.
