The Council of the European Union has announced the adoption of conclusions on 24 February 2022 for the revised EU list of non-cooperative jurisdictions for tax purposes, with no changes made to the primary list of non-cooperative jurisdictions (Annex I). As expected, Russia was added to the grey list (Annex II) due to its international holding company regime (considered a harmful tax regime), with a commitment to make necessary amendments by 31 December 2022.
