Russia's Ministry of Communications has proposed abolishing the VAT zero-rate provided on the sale of exclusive rights to intellectual property, such as computer programs and databases, and the right to use such products under a license agreement. The proposal is meant to offset government spending to support the IT sector in response to COVID-19.
