The EU Council will reportedly add Russia to annex II (grey list) of the EU Council Conclusions on non-cooperative jurisdictions, which contains jurisdictions that have committed to taking certain actions to address EU concerns and avoid being listed as non-cooperative (annex I). Russia is to be added under section 2.1 (existence of harmful tax region) due to the country's failure to amend its international holding company regime.
