Rwanda published Law No. 004/2026 in the Official Gazette on 1 February 2026, which provides for the ratification of the pending income tax treaty with Hong Kong. The treaty, signed 9 October 2025, is the first of its kind between the two jurisdictions. It will enter into force once the ratification instruments are exchanged and will apply in Hong Kong from 1 April of the year following its entry into force and in Rwanda from 1 January of the year following its entry into force.
