According to a 20 April 2019 release from Azerbaijan's Ministry of Labour and Social Protection of the Population, negotiations are underway for a social security agreement with Russia. Any resulting agreement would be the first of its kind between the two countries, and must be finalized, signed, and ratified before entering into force.
