According to a release from the Parliament of Montenegro, officials from Montenegro and Saudi Arabia met on 1 November 2025 to discuss the strengthening of bilateral cooperation, including the negotiation of an income tax treaty. Any resulting treaty would be the first of its kind between the two countries and must be finalized, signed, and ratified before entering into force.
