The first-time income tax treaty between Qatar and Romania, signed on 24 October 1999, entered into force on 5 June 2003. The treaty generally applies from 1 January 2004. Details of the treaty were reported.

The treaty was ratified by Qatar on 13 April 2003 and not 21 August 2007
