Ukraine Parliament Considering Progressive Individual Income Tax Rates

The Ukraine parliament is reportedly considering a draft law that provides for the introduction of progressive individual income tax rates to replace the current 18% flat rate. The rates would be based on the minimum subsistence level (MLS) as follows:

• up to 3 times the MSL - 5%
• over 3 times up to 10 times - 15%
• over 10 time up to 20 times - 18%
• over 20 times up to 50 times - 22%
• over 50 times up to 100 times - 27%
